Through intent language the Utah State Legislature asked the Department of Health to analyze the impact of recent changes in Medicaid benefits on individuals and families and potential cost shifting among health services.
The Department has undertaken a comprehensive analysis of the impact
of
these changes on health care utilization and outcomes. This report contains highlights of the findings
based on both a survey of Medicaid enrollees and analysis of Medicaid administrative data.
