In response to the 1989-1991 measles epidemic that resulted in 55,000 reported cases and 150 deaths, Former First Lady of the United States Rosalynn Carter and Former First Lady of Arkansas Betty Bumpers have focused efforts on reducing infant mortality through timely immunization. In 1991, Carter and Bumpers founded Every Child By Two (ECBT).
In conjunction with national ECBT Immunization Coalition efforts, and to address the disturbingly low immunization levels among the two-year-old population, a statewide ECBT Coalition was formed in Utah during March 1993. In accordance with national and state goals, the Coalition's goal is to increase vaccination coverage levels of two-year-old children to 90% and continues to work toward this goal.
Similarly, the Utah Adult Immunization Coalition was formed in 1999 to improve immunization rates in adults 18 years of age and older.
Various groups support the efforts of the Utah Immunization Program to increase vaccination levels in all ages. These include such groups as statewide and regional immunization coalitions, Utah Scientific Vaccine Advisory Committee, school nurses, local public health departments, community health centers, the Utah Statewide Immunization Information System (USIIS) and physician groups such as the Utah Medical Association and the Utah Chapter of the American Academy of Pediatrics.
