Child Care Provider Bill of Rights
We are developing a Child Care Provider Bill of Rights and welcome your input. These will not be rules; it will be a document for providers. When complete, it will be added to the Interpretation Manuals. Please review the draft of the Child Care Provider Bill of Rights and email your comments to Simon at sbolivar@utah.gov. Thank you.
Rewrite of Home Rules
Per the Governor's Office, all rules must be in an active voice and are not to contain references to rules and guidelines from other entities. To be in compliance, the current rules need a few changes. There is also some redunancy in the current rules that needs to be addressed. Please review the draft of the Home Rules Rewrite and email your comments to Simon at sbolivar@utah.gov. The same changes will be made to the Residential Certificate rules. Thank you.
More Inclined Sleepers Recalled
In January, the CPSC announced the recall of four more inclined sleepers. To see the list, go to Recall Digest. If you have inclined sleepers, check the Consumer Product Safety Commission Recall List prior to using them. Recalled sleep equipment is not equipment designed for sleep.
Improved Access to CCL Portal
To improve accessibility to the Child Care Licensing (CCL) portal, streamline the portal services, and be in compliance with state security policies, the CCL portal is to be accessed through the Child Care Licensing Utah ID. The Care About Child Care (CAC) link does not work. For instructions to create a login, go to How to Create Your CCL Portal Login.
Preschool Program Rules
We are creating rules for preschool programs in commercial settings and welcome your input. Please review the draft of the Preschool Programs Rules - Draft and email your comments to Simon at sbolivar@utah.gov. Thank you.

No Live Scan Fingerprints at CAC Agencies
The Care About Child Care Agencies no longer have working LiveScan machines for fingerprint submission. There are numerous LiveScan machines throughout the state. A list can be found at Some Fingerprinting Locations. This is not an exhaustive list. There may be other locations close to you.
No Hard Copy Fingerprint Cards
Effective Effective October 1, 2019, the Office of Background Processing and Security will not accept hard copy fingerprint cards. Fingerprints must be submitted via a LiveScan machine. The only exception to this will be when there is no LiveScan machine within 40 miles of the facility. When this is the case, hard copy fingerprint cards with the $12 per card fee can be submitted.
This decision was made to reduce the risks of having an individual's confidential information sent through the mail and to improve the quality of fingerprints. LiveScan machines produce better quality fingerprints, which reduces the possibility of fingerprints being rejected and causing a delay in the background check process.
There are numerous LiveScan machines throughout the state. A list can be found at Some Fingerprinting Locations. This is not an exhaustive list. There may be other locations close to you.
