Utah Public Health Readiness for Meaningful Use (MU)

The Utah Department of Health (UDOH) accepts electronic data submissions from Eligible Professionals (EPs) and Eligible Hospitals (EHs) to fulfill the public health reporting requirements under the Medicare and Medicaid EHR Incentive Programs.

The below table outlines the readiness of each Utah Public Health Program and methods to submit electronic health information to those programs to meet Public Health MU reporting objectives.

Following the table are instructions for how proceed with registration and next steps.

Immunization Registry Reporting One test submission to the Utah Statewide Immunization Information System (USIIS). Ongoing submission of immunization data to USIIS.

The frequency of ongoing reporting can be determined during testing, but should be weekly or more frequently.
File Specifications: HL7 2.3.1[1] and HL7 2.5.1

Stage 1 Transport Method: HTTPS web site

Stage 2 Transport Methods: HTTPS, SFTP, VPN, SOAP web service, HTTP Post web service, and cHIE (when available)
Electronic Laboratory Reporting (ELR) One test submission of reportable lab results to Utah ELR with continued submission if successful.[2] Ongoing submission of reportable lab results to Utah ELR File Specifications: HL7 2.5.1

Transport Methods: PHINMS, HTTPS, SFTP, VPN, SOAP web service, HTTP Post web service, and cHIE (when available)
Syndromic Surveillance Reporting One test submission of syndromic surveillance data to Utah with continued submission if successful. Ongoing submission of syndromic surveillance data to Utah File Specifications: HL7 2.5.1

Transport Methods: PHINMS, HTTPS, SFTP, VPN, SOAP web service, HTTP Post web service, and cHIE (when available)
1: EPs and EHs who have a production HL7 2.3.1 immunization interface using certified EHR technology before January 1, 2014 can continue to use HL7 2.3.1 and meet the Stage 2 Immunization Registry Reporting public health measure for as long as HL7 2.3.1 is accepted by USIIS.

2: The Communicable Disease Rule in Utah requires reporting from both the performing and ordering facility. Therefore, hospitals that order tests from an outside performing laboratory still are required to report these tests to public health.

How to Proceed

Step 1:

Use the following button to register your intent for Meaningful Use Stage 1 or Stage 2, using the Meaningful Use Public Health online registration form.

Register for Utah Public Health MU

Stage 2 Registration: Providers must register their intent no later than the 60th day of the start of their EHR reporting period.

Step 2:

After the UDOH receives your online registration, you will be contacted and given further information about the MU testing process. The "Meaningful Use Contact Person" listed on the registration form will be the point of contact for all communications from the UDOH.

Upon submission, your online registration will be placed into queue. Testing priority may be based upon the order in which online registrations are received. There will be a separate queue for each Utah public health program.

Important Note - Meaningful Use Stage 2: Each EP and EH is required to acknowledge and respond to MU Stage 2 communications from Public Health Agencies within specific time frames in order to qualify for the CMS EHR Incentive programs.

The "Meaningful Use Contact Person" entered by the EP or EH on the Utah MU Public Health registration form will be the point of contact for all MU communications from the UDOH. Please make sure this person is ready to respond to communications–which may be via phone or email.

EHR vendors may also use these resources to develop and otherwise prepare their products for MU reporting with Utah public health programs.
