Windows XP has a built in ability to extract the zip files. Older versions of Windows will require an unzip program which
can be downloaded free from one of the following locations.
(1) WinZip
(2) Simply Zip
(3) Zipper
(4) Info-ZIP
(5) The Unzip Wizard
(6) The Ultimate Zip
Historical fee schedules (prior to 9/16/2005) are self extracting files (i.e. "*.exe files") and do not require
an unzip program to extract.
