Utah Department of Health Awards Primary Care Grants for Medically Underserved Populations

The Utah Department of Health (UDOH) has awarded thirty-six (36) health care agencies $1.4 million in grants to increase their capacity to provide primary health care to medically underserved individuals not eligible for CHIP, Medicaid, Medicare, private insurance or the Primary Care Network.

The main purpose of the State Primary Care Grants Program is to improve the health of medically underserved Utahns. The Program does this by making primary care services more accessible to target populations such as the working poor, children, elderly, Native Americans, migrant and seasonal farm workers, individuals with chronic diseases, the homeless, and single heads of household.

Some of the primary care services that the Program supports are: acute care services; adult immunizations; chronic illness support; dental services; diabetes control; mental health services; prevention services; and women’s health services.

The State Primary Care Grants Program uses a competitive bid process. Forty (40) grant applications totaling nearly $1.9 million were considered for State Fiscal Year 2006-2007 funding. Twenty (20) of the approved projects are rural and several encompass more than one county.

The grantees include: nine community health centers (5 rural, 4 urban), six public health departments (5 rural, 1 urban), two urban homeless programs, 13 projects providing dental services in 21 counties (19 rural, 3 urban), five projects specifically targeting diabetes, three projects providing mental health services, and six projects providing women's health care services.

The following is a list of successful applicants and a short summary of the projects that expect to serve over 14,638 individuals with approximately 43,748 encounters:

  • Bear Lake Community Health Center - Dental Project ($37,000) - serving 550 clients in Rich County
  • Bear River Health Department - Mental Health Services, Bear River Health Department, Division of Substance Abuse ($28,690) - serving 20 clients in Box Elder, and Cache Counties
  • Bear River Health Department - Women's Health Care Project ($16,500) - serving 138 clients in Box Elder, Cache, and Rich Counties
  • Carbon Medical Service Association, Inc. - Diabetes Project ($54,864) - serving 255 clients in Carbon County
  • Central Utah Public Health Department - Access to Women's Health ($20,000) - serving 90 clients in Juab, Millard, Piute, Sanpete, Sevier, and Wayne Counties
  • Centro de la Familia de Utah - Dental Services Project ($21,000) - serving 90 clients in Box Elder, Cache, Davis, Sanpete, Utah, and Weber Counties
  • Community Health Centers, Inc. - Immunizations and Diabetes Project ($129,550) - serving 341 clients in Salt Lake County
  • Community Partnered Mobile Dental Services, Utah Department of Health ($52,465) - serving 252 clients in Box Elder, Juab, Kane, Millard, Piute, Summit, and Wayne Counties
  • Dental House Call - Northeastern/Southern Dental Project ($13,500) - serving 62 clients in Duchesne, Emery, Iron, and Uintah Counties
  • Dixie State College of Utah - Dental Hygiene Outreach Program, Dixie State College of Utah, School of Business, Science, and Health ($20,000) - serving 400 clients in Iron, Kane, and Washington Counties
  • Enterprise Valley Medical Clinic - Dental and Primary Care Project ($43,200) - serving 296 clients in Washington County
  • Holy Cross Ministries - Promotora Case Management Services ($22.745) - serving 200 clients in Salt Lake, Tooele, and Wasatch Counties
