The Office promotes and enhances positive growth, development, and learning for every Utah child from birth through age 8. Several early childhood programs are housed within the Office, which collaborates with other state agencies and community partners to improve the quality of all early childhood programs and enhance access for families across the state.

CHARM links several health care databases to create a consolidated electronic health record for every child in Utah with a goal to increase the effectiveness of child health care.
